Contributions to The Middle Party—Nevada non-profit in 2021-22 will go to cover the minor admin costs from this network of WordPress sites running on AWS Lightsail, promote social media posts for Rampart Caucus and support miscellaneous campaign activities of Randell Scott Hynes with an anticipated additional expenditure Running for Congress of $0.00. The campaign will instead use Public Relations and the power of the Internet to seek nomination of the Nevada Congressional District 03 in the Democratic Party Primary.
The Middle Party for Randell Scott Hynes Primary Campaign Committee is now the sole purpose of The Middle Party. Rampart Caucus was formed to continue nonpartisan advocacy to inform voters. If by chance donations are made that exceed the requirements listed above, the funds will be used to create and promote Voter Information videos that indirectly support the Hynes Campaign. All contributions will be reported to the FEC and any funds spent will be reported as expenditures of the Hynes Campaign.
Turnout at Primary elections is an issue that Rampart Caucus research has revealed is THE pivotal issue that has polarized membership in Congress. Congress was once a responsive body with members from both parties who were urged to discuss the will of the American People by a core of Moderates. Returning moderation to Congress is the primary purpose of Rampart Caucus after The Middle Party research activities stopped in July 2021.

Randell Hynes focus is currently on these concerns:
- Congressional Elections have Two-Steps. Turnout at the first step, Primary Elections has eroded to all time lows. As low as 7% of residence in some Districts decided who is on the November ballot. Voters need to be better informed about the polarizing results of not voting in both Congressional elections.
- The Majority Leader in each Chamber of Congress has too much control of policy agenda and each of those leaders have politicized the Congressional calendar. Agenda should be more policy focused and controlled by a moderate caucus.
- The 2022 Congressional elections for the 118th Congress will have no new or meaningful election day reforms. Informing all Voters to consider their party preference first and then listen to what each candidate has to say about representing the affordable priorities of most Americans. Moderates are needed to engage the red and blue sides in meaningful dialogue and to control the agenda, so that the Congressional calendar is filled with activities important to most Americans. Not the activities that are important to the political parties and the consortium of wealthy donors who control the parties.
The Middle Party reached an impasse in July 2021 when it was clear there was no room or a want of more Parties in American politics. Rampart Caucus replaced The Middle Party after it was determined that a Moderate coalition of Democrats and Republicans was needed to literally moderate discussion in Congress.
Rampart Caucus research to determine the reason that the number of Moderates in Congress has dwindled to single digits in 2020 from as many as half of the 535 Congress people in 1965 revealed that the two step Congressional election process was a possible cause. The first step, Primary elections, is the single point point of failure. Ultra low turnout of mostly ultra partisan voters nominate the most partisan and party endorsed candidate to the General Election. When the rest of Us finally show up to vote in the second step, most elections are already decided, and there are no Moderate candidates to vote for.
Rampart Caucus is a Nevada non-profit corporation formed to inform voters about Primary elections and tell them which Republican or Democratic Party candidates are most likely to consider the affordable priorities of most Americans. The goal is to elect more red and blue moderates who can exercise more influence over agenda in each Congressional Chamber and facilitate discussions to advance policy promoting the will of the People.

After the November 8, 2022 General Election for the 118th Congress, a petition will be published, then much of the work will be to get petitions signed.
Beyond 2022, only time will tell.
